What is the best way to provide supports for those not in the NDIS?

I live in Townsville, the public transport system here is shocking. I rely on support workers to drive me to appointments. Improved transport structure.
Also the pavements are in really poor quality for wheelchair users. I always need assistance to get around my area due to poor quality pavements.
The health sector and NDIS need to have clearer communication. Having multidisciplinary meetings for all my service providers would help.
There are very few good quality day programs and low costing activities that I can join.
If I go into hospital all my NDIS supports stop. I need a better way to come out of hospital quicker. When I am almost ready to leave hospital all my supports should meet to make sure I can be supported in the communities

How you would define reasonable and necessary?

Definitions you made are very confusing.
Professionals need to know that thier reports must contain why something is value for money. As this always comes back to me to explain in reviews.
More examples of what you mean. Why do I get funded for something in one plan but the funding is taken away or reduced in the next plan?
Clearer understanding of why decisions have been made. My LAC or planner will say they will ask for all this funding then it comes back that the delegate denied it. I can’t get written information as to why it was denied. Why did another person in a better off situation get funding when I did not. Clear explanation

What is the best way to support children with disability… and those with emerging developmental concerns?

Good support includes respite for parents. This should be no -negotiable.
Better support in schools.
Again make your rules clear. What evidence do you need ? Reports by services providers are not consistent in their understanding of the evidence they need to provide. You need to provide training for therapists and standard reports
Children need low cost inclusive sporting, dancing, music and drama classes to join.

How can the market be better designed, structured and supported?

Everyone charges the highest price they can. Every time the pricing arrangement goes up so does the cost to the consumer. You pay the same for a recently graduated therapist as you do a senior therapist. There should be an option to pay less for a less experienced worker and more for years of experience.
There is no competition in pricing. They all charge as much as you NDIS allow them to and add extras such as travel and report writing on top so the hours we get reduces. Don’t say we can negotiate because no company I have met yet negotiates their service agreements! If you don’t like it then they have such big waiting lists they will just give your place to someone else.
Better regulations for independent support workers. Some also charge the top price they can get.
Worker retention is terrible but that’s bad management

How should outcomes and performance be measured and shared?

Make end of plan reports mandatory. I don’t know how many times I have had to chase up therapists for reports that are provided last minute and are of poor quality. This is the evidence for my funding!!! If it’s rubbish I won’t get the funding.
My support workers are with me everyday, when the service provider provides a report please understand that these are the people that see my progress or struggles everyday. Their reports are important and should hold weight.
Reports should be audited. A service provider that has good reports should be graded.

How would you build better outcomes or goals into your plan?

I need to be funded for how long it takes me to get dressed in the morning, how long it takes me yo be assisted to make and clean up breakfast, how long it takes me to get to an activity, do the activity with support and get back home. If I have several health appointments that week I sometimes don’t have enough funding for social outings. This decreases my circle of support and impacts my mental health. I need funding based on the time spent doing things rather than just an average package of care. Eg 2 hours for personal care. 3 hours community access. Do you ever say to your friends” sorry and taking 30 minutes to get here and it will take 30 minutes to get home I only have 2 hours to spend with you”.
More support with subsidised transport, especially when the transport system is so poor quality where I live. I can only live or work near a bus route and I can’t afford taxis to work everyday or support workers to work everyday.
Also please align the SCHADS Award with NDIS getting support workers for less than one hour is near impossible

What does good service from someone helping you navigate the NDIS look like?

Someone who knows the rules. But you don’t make the rules clear, fair or the same for all. One person will get more than enough funding another will it get what they need.
Clearer rules and roles for support Coordinators.
Not every NDIS participant uses computers and technology!!!

How should housing and living options be improved to build a good life?

You could actually be able to talk to a team member of the housing team.
I’m married and given a 1:3 SIL. Sorry I don’t want to share my martial home with 2 other NDIS participants

Is there anything else that you would like to tell the NDIS Review?

Yes. Clearer information on why decisions were made by delegates. What other evidence needed to be provided? Why did the funding decrease?
Stop roll over end of plans. Why did I just waist money getting a therapist to write end of plan reports if you are just going to roll over ?
Educate your call centre staff. It’s a joke spending 15 minutes on Tempe phone and all that has been achieved is we have confirmed I am who I say I am. Normally over one hour each phone call. Who has the time for that
